The activity was successfully carried out at the Faculty of Transport and Traffic Sciences, University of Zagreb, within the Department for Information and Communication Traffic, 14 – 16 October 2025.

The study visit was organized at the request and for the needs of the Ministry of Economic Development of Montenegro, with financial support from the European Commission – DG Enlargement and Eastern Neighbourhood, Institution Building Unit (TAIEX).

The program included a series of presentations focused on professional training and knowledge exchange, as well as a field visit to Croatian Post (Hrvatska pošta).

Participants of the study visit included representatives of the Ministry:

Heartfelt thanks to the Croatian Post team — Mr. Ante Gento Musa, Executive Director; Mr. Davor Barišić, Director of the National Warehouse and Sorting Centre; and Mr. Leon Lozančić, Cyber Security Manager — for their warm hospitality in Rijeka and Velika Gorica, as well as for their excellent presentations and valuable discussions.

Aim of the Study Visit:

The aim of the study visit is to enhance the capacities of the Directorate for Postal Services in the field of cybersecurity by acquiring practical knowledge and best practices in the implementation of the NIS 2 Directive. This study visit would have significant importance in implementation of the Strategy for development of postal services in MNE 2024-2028 and accompanying AP for 2024-2025, as well as adopted Law on Information Security (November 2024). This initiative aligns with the recently adopted Law on Information Security (November 2024), which prescribes comprehensive measures to achieve the highest level of information security in network and information systems. The law addresses cybersecurity, the identification of critical and significant entities, cybersecurity management, and other issues essential for ensuring information security in postal sector. This visit will enable officials to acquire concrete practical knowledge and skills necessary for the successful implementation of new obligations in postal sector.
