The paper explores the use of hedonic approach in examining the relationship between cell phone plan price and quality during 2009-2013 for three mobile networks operators in Croatia – Hrvatski telekom (HT), Vipnet, and Tele2. This was particularly demanding period characterized by 6% telecommunication tax, economic recession, drop in revenues, and first-drop ever in demand for mobile services. These conditions likely led operators to rethink their price-quality strategies. Our findings suggest that the challenging market factors led to price reduction but different changes in quality of cell phone plans among national operators. These slight differences in quality of cell phone plans among the three operators likely explain their different market shares. The results are consistent with trends in other countries with similar market conditions. In addition, continuous studies, based on the present paper, can further improve the presented hedonic model so it may be used routinely by statistical offices, policy makers, regulators and other researches alike.
